Chelsea have signed Ligue 1 champions Lille's Jorginho on a four-year deal, the club announced on Thursday.
The 26-year-old Italian has been a key player in Lille's title-winning campaign this season and will join up with new manager Thomas Tuchel at Stamford Bridge next month.
Jorginho, who previously played for Napoli and Inter Milan, is set to become Chelsea's second highest-paid player after Eden Hazard, with his £35m fee making him one of the most expensive signings in recent years.
The signing comes as a blow to rivals Manchester United, who had also been tracking Jorginho's progress this season.
"Chelsea is a club that I've always admired from afar," said Jorginho. "I'm excited to be joining such a great team and to work under Thomas Tuchel."
Tuchel, who has also taken over the role of head coach at Dortmund, added: "We're very pleased to bring Jorginho to Chelsea. He's a world-class player and we're looking forward to working with him."
Jorginho's arrival is part of a busy summer transfer window for Chelsea, who have also signed Kalidou Koulibaly from Napoli, and are expected to make further additions to their squad in the coming weeks.
